What modulates our Sun? The majority of science work on the principle that the Sun is self modulating and each solar cycle is a product of a random number generator. There are others that suspect the Sun is modulated by the planets with a special emphasis on Uranus & Neptune. Thanks to Carl Smith who has recently left us we have new knowledge that significantly adds to Jose, Landscheidt & Charvàtovà's work.

There are three main thrusts.
1. Solar grand minima and solar modulation are controlled by the 4 outer planets.
2. The Earths climate is heavily linked to solar output along with oceanic patterns which also may be influenced by solar modulation.
3. A new method of counting sunspots using a threshold similar to Wolf's to enable us to measure this grand minimum and compare it with the Dalton Minimum.

I also came across an article from Nassa that states that they now know how sun spots are formed, it seems that low energy sun spots are dragged to the centre of the sun where they are re energised and then brought back to the surface via magnetic forces. the lack of sun spots at present is according to Nassa is due to the sun spots being dragged to fast to the centre and moving back to the surface before it could re energise. This is just a summery from what I could extract from the articl, Im not Scientificaly trained so you will have to get the tech deitails for yourself. They say it fits with their new computer modeling program.

Is this due to the gravity of the 4 outer planets, and if so can they also effect long or short term weather changes on Earth.also dose solar maxima and Solar grand minima determine El Ninio's. thanks.

The NASA stuff is more hype and no understanding.
The 4 outer planets via their gravity move the Sun away from the centre of the solar system, this changes the solar velocity and angular momentum. A recent paper by Wollf & Patrone now has a mechanism that ties in with grand minima and cycle modulation. I think the big changes in solar EUV output during grand minimum affect the flow of polar air along with long term changes in ocean heat uptake.

LoL, now I understand, they cause the sun to oscillate in its orbit is that what you are saying, if so it makes sense, never thought of the outer planets having that much affect on the sun. The gas giant's have an effect on their moons one has internal heat production because of the gravitational pull of the planet, can the outer planets do the same with the sun but in a reduced way, i.e. can they be responsible for sun spots or solar flares or the lack of them?

What you are describing is a
What you are describing is a tidal effect from Jupiter on its moons. This is different from angular momentum although both forces are from the base source of gravity. There is a very small tidal effect measured in millimeters on the solar surface from the first 5 planets, but the angular momentum force from the 4 outer planets causes the solar velocity to change by 100% every 10 years and move the Sun over 2 million kilometers from the solar system centre.
The Wollf and Patrone paper which deals with angular momentum is unfortunately behind a paywall but if you know someone with a phd they probably have access.
